Sims that live in a polluted neighborhood will get the Gross Air moodlet every time they go outside. Nobody enjoys living in an Industrial area and breathing in polluted air that feels really heavy.

How do I clean the air in The Sims 4 Eco Lifestyle?
The fastest way to clean the air in The Sims 4 Eco Lifestyle is to make the neighborhood green by reducing the overall pollution level in the area. Vote for green Neighborhood Action Plans, and make community lots green.
On an individual level, use solar panels and dew collectors, get rid of power-generating units that use fossil fuels, and reduce electricity consumption by upgrading your household appliances using Eco-Upgrade Parts.
As you gain more Influence Points, you can convince townies to follow your lead.
As more and more townies follow your example, the positive changes will quickly add up and become visible much faster.
A low eco-footprint contributes to a low pollution level. Sims living in a green neighborhood will gain the Clean Air moodlet.
Use the Smog Vacuum to clean the air
You can use the Smog Vacuum to suck the smog out of your world and clean the air. After sucking the smog out, you’ll notice an improvement in the overall air quality.
This will help you improve your neighborhood’s eco-footprint — at least, temporarily.
However, you also need to empty your Smog Vaccum after using it. Travel to a different world and release the smog there.
Unfortunately, there’s no option to filter or destroy the smog. You’ll have to empty it in another world.
How to unlock the Smog Vacuum
To unlock the Smog Vacuum, you need to join the Civil Designer career. After reaching Level 2 of this career path, you’ll get a tablet that you can use to design various eco-blueprints.
Keep submitting your blueprints until you’ve unlocked the Smog Vacuum.
Once your Smog Vacuum blueprint has been approved, click on the Fabricator and use Bits and Pieces to fabricate the Smog Vacuum. You’ll find it in your inventory.
