If NPC Sims are in a dazed state, this indicates the Juiced Community Neighborhood Action Plan is active. Townies will instantly get the Juiced Up buff (Dazed +2) when visiting a lot where the Juiced Community NAP is in force.
This NAP doesn’t affect the active Sim. It only affects townies.
As a quick reminder, NAPs are only available in Eco-Lifestyle. A Neighborhood Action Plan is a set of rules that the local community has voted to follow for a given period of time.
The Juice Community NAP wants to get everyone juiced up and dazed. While this NAP is active, you can gain Influence by using your Juice Fizzing and Mixology skills to make drinks for the entire neighborhood.
Rest assured, townies won’t get drunk from drinking too much fizzy juice. They’ll just get juiced up.
If the Juiced Community NAP is ruining your game, you can disable this feature using cheats.
First, press Ctrl, Shift, and C on PC, or Command, Shit, and C on macOS and type in testingcheats true.
After enabling the console, press Shift and click on the mailbox. Select the option to immediately revoke NAPs.
The Dazed moodlet should disappear and townies should behave normally again.
