Many FIFA players complained they did not get the Homegrown Talent in the Youth Academy. There is no option to enable this feature in Career Mode. On the other hand, other players said they got local homegrown talent from the wrong countries.
For example, they started their career up with English, or German clubs but got players from African countries. This is clearly a bug since players should come from the same country as the club.

What to do if FIFA Homegrown Talent is not working
Check if you pre-ordered FIFA
As a quick reminder, Homegrown Talent is a special FIFA feature that’s available only for those that pre-ordered the game. If you didn’t get the Homegrown Talent in the Academy, double-check to see if you pre-ordered the game.
This bonus item is exclusive to those that pre-ordered FIFA.
Additionally, check your account. Make sure to download FIFA on the same account and email that you used to pre-order the game.
Wait until FIFA Standard Edition is released
If you’re playing early access, keep in mind that some pre-order bonuses and items may not be available yet. As many players noticed, FIFA Ultimate Edition pre-order doesn’t usually include Homegrown Talent until Standard Edition is released.
If pre-order bonuses aren’t that important to you, wait until FIFA is officially released. Buy the game after the Standard Edition is out. You’ll also save some money by doing so.

Update FIFA to the latest version
Homegrown Talent not working indicates there’s clearly an issue with the game itself. EA is the only one that can fix this problem.
Check for updates and install the latest FIFA updates as soon as they’re available.
EA regularly rolls out new FIFA updates and patches to improve the game’s stability and squash the bugs reported by players.
The latest FIFA updates may contain a hotfix for the Homegrown Talent issues you’re experiencing.
Update the game, restart your computer or console and check if the issue persists.
