You cannot get your pets back from Social Services once they’ve been taken away for neglect. They are gone from the game for good. You can’t find them in the adoption list either.

Don’t save the game and go back to a previous save file. Find an older save from before your pets were taken away by Social Services. Use that save to get them back.

The good news is that you can always adopt a new pet or create one in CAS.
Make sure to take better care of your new pet. Socialize with your cat or dog, play with them every day, and take care of all their needs. Train out misbehaviors in a gentle manner.
Your pets may sometimes refuse to eat. The game may interpret your pet’s unsatisfied hunger as a sign of neglect.
You need to call them over to eat to solve this issue. You can also install an automatic feeder to solve this annoying but common problem.
How can I prevent Social Services from taking away my pets in The Sims 4?
Get more than one pet and give them the Independent trait to prevent Social Services from taking your pets away for neglect. They’ll keep each other company. In this manner, your pets will always have a friend to play with and won’t feel neglected.
Alternatively, you can use cheats and click the bad moodlets away to make your pets happy.
If you’re playing with multiple Sims at the same time, finding time to play with your pets can be difficult.
If you have many Sims in the house, someone should socialize and play with your pets eventually. However, don’t rely on your Sims to autonomously play with pets and take care of their needs.
Sometimes, they’ll find other interesting things to do and ignore your furry friends.
