The Arts Critic beret is available only for the Sim with the Arts Critic job and the other members of their household. Only members of the household you unlocked the beret in have access to it.
Other Sims won’t be able to wear it.

Download the CAS Unlock Sim from the Gallery, bring her to your household while in CAS, and unlock the beret.
If your Sim is pursuing an Arts Critic career, getting the purple beret is a must. It makes your Sim’s outfit look very classy and French.
Have your Sim attend the local festivals from San Myshuno and they’ll definitely turn a lot of heads with their beret.
