Make sure there’s no Mixologist at the bar
First things first, make sure your Sim is near the bar. If they’re too far away, they may get distracted and find other interesting things to do.
Additionally, make sure there’s no professional mixologist already tending the bar. Mixologists may sometimes prevent Sims from making drinks at bars, especially if they haven’t got much experience.
To solve this problem, you need to use a mod that unlocks additional bar interactions.
Ensure there’s enough room at the bar
Make sure your Sim has enough room to perform the task. If there’s not enough room for them to mix the cocktails, shake drinks above their head, and basically move around, the option to practice making drinks won’t be available.
Make sure your Sim can get behind the bar and access all the bottles and glasses they need to make drinks. You can try moving the bar to an empty area and check if the option to practice making drinks appears.
Purchase a new bar
Enter Build & Buy Mode, and purchase a new bar. Set it outside to ensure there’s no interference. Check if the option to practice making drinks is available now.
Personally, I’ve always set bars outside and have never encountered any problems practicing making drinks. I really hope this workaround does the trick for you.
Level up your Sim’s Mixology skill
Have your Sim read the Volume 1 Mixology book to reach Level 1 and learn the basics of Mixology. Then, go to the bar and check if you can practice making drinks.
Your Sim is no longer a newbie. Check if they can put theory into practice.

Try creating a new save and check if your Sim can practice making drinks. If your existing save file got corrupted, certain functionalities may not work as intended.
