You cannot breed fish in The Sims 4. The game doesn’t support this feature. There’s no special fish tank or pond that allows you to breed fish. However, you can use the fish you caught to stock your home pond.

Alternatively, you can use an aquarium to store your fish. Large aquariums can hold up to six fish.
You can breed fish in The Sims 3
While you can’t breed fish in The Sims 4, this is perfectly possible in The Sims 3. If you put two fish in a tank, after a while you’ll find three. Fish can reproduce in captivity in The Sims 3.
To increase the likelihood of your fish breeding in captivity, keep a close eye on the fish tank. Have your Sim spend a few hours watching the fish in the tank. Apparently, this encourages them to reproduce.
By the way, fish can breed in your home pond too.
As you can see, fish can breed without any problem in The Sims 3.
Let’s hope EA adds a way to breed fish in a future Sims 4 update. Spending long hours fishing and trying to catch rare types of fish can get tiresome.
