Disable your subtitles
To fix the Cyberpunk dialog stuck glitch, you need to disable your subtitles. Then close the options box and resume the game for a few seconds. After that, turn the subtitles back on and relaunch the game. That should do the trick.
Navigate to Options → Sound → Subtitles → Cinematic and turn off the subtitles.
Other users suggested that going to Claredon Street (south-west corner of Watson) should help the game go past that glitch and solve the problem.
Or you can simply click on the menu, go to Subtitles, disable the subtitles, return to the game, go back to the Subtitles menu and re-enable them.
Keep in mind that all the speeches are character-related. If you simply continue playing the game after disabling and re-enabling the subtitles, the Johnny quote will disappear when you hit the next Johnny dialogue or random speech with the rocker AI.
The bad news is that you may need to repeat these steps next time this bug rears its ugly head again. As a result, turning off the subtitles completely is another option worth considering if you don’t want to constantly stop mid-game to work your way around the stuck dialog issue.
