When you leave a Sugar Skull Offering in The Sims 4, you summon a Day of the Dead celebrator. They will roam the neighborhood and honor Sims that recently passed away.
Your task is to find the celebrator, talk to them and use the “Ask for Sugar Skull” interaction when available.
Day of the Day celebrators often spawn near the big park in Oasis Springs.
By the way, you need to build your relationship with the celebrator before you can use the “Ask for Sugar Skull” interaction.

You need to collect all 9 sugar skulls to unlock the tenth skull. Place the 9 skulls on a rack and use the Honor the Dead interaction to unlock a special gold skull.
