The option to rummage through trash cans is not available within the first hours after launching a new game.
This is because the game needs time to populate your world with Sims. At the same time, your neighbors need time to produce trash.

Where can I buy Bits and Pieces for the Fabricator?
Bits and Pieces is a currency exclusive to The Sims 4 Eco Lifestyle expansion pack. You cannot buy Bits and Pieces for the Fabricator. You can recycle broken household appliances or items from your inventory and turn them into Bits and Pieces.
You can go into Build & Buy mode and purchase objects for the sole purpose of recycling them. Add them to your inventory.
Then, go to your recycler, open your inventory, select the items you want to recycle, and turn them into Bits and Pieces.
However, buying objects just to recycle them is really expensive.
After collecting enough Bits and Pieces, click on the Fabricator and select the item you want to make.
Which objects produce the most Bits and Pieces for fabrication?
The objects that produce the most Bits and Pieces in The Sims 4 are broken pieces of furniture, and wooden items that your Sim crafted using the woodworking table.
You can dumpster dive for broken furniture, and use the woodworking table to craft things with the sole purpose of recycling them later.
If you recycle electronics, you’ll get more Bits than Pieces.
Bits and Pieces are really easy to get through food waste, plants, and harvestable but you’ll only get a few of them.
