If you don’t log in for a long time, your account and your Summoner’s name will be kept for a certain amount of time. Level 5 and under Summoner names get 6 months of inactivity protection. Level 6 and above Summoners enjoy up to 30 months of inactivity protection (each extra level brings one extra month of inactivity protection).
After this inactivity protection period is exceeded, your Summoner’s name is flagged for inactivity. This means that another player can claim the respective name.
